State terrorism can be termed as unleashing of terror by state security forces on its citizens. Terrorism is unleashing terror on everyone in society by a group of people, consortium of groups normally under some garb of a goal.
The difference may exist between these two terrorism, but the victim and result are the same. This is a cycle if started once, may not end easily. Many jargon like human rights, civil society, democracy, democratic rights etc. take a back seat.
Terrorism is sometimes supported by other states. That is known as cross-border terrorism. Some people call in international terrorism. Terrorism has been oldest tool used in international power game. It has become more and more deadlier with easy availability of modern technologies.
