Never do that! You may be thinking, you are helping them, no, you are not! You are rather supporting him to remain beggar. Support him to overcome his begging problem.
Beggars exploit your emotions! That is one of the worst crimes one can commit against fellow human being. So, if you see rather a beggar, instead of throwing a dime, call authority to take care of them. Most probably, all welfare states have some policy about beggars.
